CHARACTERISTICS: The future of street lighting has begun. The municipality of Maria Enzersdorf is the first council in Europe with a completely digitalised system of street lighting. This solution increases comfort and safety while permanently reducing the costs of energy and maintenance.

Objectives
· Renewalof various types of lamp posts in a general context throughout the various areas.
· Qualitative improvement of illumination and safety.
· Significant lowering of energy costs.
· Reduction of maintenance costs.
· Installation of no more than 5 types of lamp post.
· Installation of an illumination system which is more modern and which conforms to current regulations.
· Restructuring of construction work.
· Increased performance and functioning by means of controlled digitalisation, maintenance and nocturnal reduction of lighting levels, etc.

Technical characteristics

In Maria Enzersdorf all public areas have been equipped with a lighting system of the best quality. Both for residential areas as well as for minor roads, decorative lamp posts have been selected which ensure the same technical characteristics of illumination as those used for high traffic density.

In order to blend in with the appearance of the buildings and with the aim of reducing support and maintenance costs there are now only four types of lamp posts, in place of the ten previously used.

The four new types of lamp post inMaria Enzersdorf:

Lampione per le aree del centro
Lamp posts for central areas
Lampione per le strade dei centri abitati
Lamp posts for populated street areas
Lampione per le strade residenziali
Lamp posts for residential roads
Lampione per le strade a traffico intenso
Lamp posts for roads with high density traffic

The new lamp posts are equipped with a highly efficient lighting system. Thanks to the adjustable door lamp it is possible to obtain a precise direction of the light beam. This together with the types of material used inthe installation of the lamp-posts allows an obvious reduction of the scope of the light beam and a reduction of light travelling upwards, therefore the system complies to international DARKSKY regulations. The starting point, in order to reach photometric power and reduce maintenance costs is the impermeability of the lamp posts throughout the duration of the life span of light bulbs.

The system in place (SEAL SAFE SYSTEM) therefore guarantees a complete impermeability of the spaces where the light bulbs are located through the combined use of collection basins, mirrors, and lamp holders fused and completely sealed within one block.

Thanks to the combined use of new types of lamps and digitalisation, the system succeeds in reducing energy consumption by a total percentage of approximately 53%. Thanks to this, it is possible to maintain average light intensity values, hitherto maintained below 0,5cd/m2, within parameters between 1 and 2 cd/m2. The improvement to the level of the lighting system translates into increased safety for city traffic and an efficient system of crime prevention.

The city council economist Helmut Stoehr enthuses about the new level and quality of life achieved by his municipality. “The feeling of safety within the population has increased considerably and in a short time, thanks to the new lighting system"

In the choice of light bearing structures particular attention has been paid to "flexibility". The posts must, in their design, be able to integrate themselves within the context of the city buildings, and from an electrical point of view they must possess multifunctional characteristics: for example they must be able to supportthe Christmas lighting system or to be in a position to support an easy and secure preparation for additional distribution of current for special events organized by the council. The insertion of integrated advertising spaces in the light bearing structures can represent a new source of income for the council. As a result not only can the lighting system be seen as a new source ofincome but also, in due course, as a new systempromoting local economic activities in and around Maria Enzersdorf.

Thanks to POWERLINE, and to GSM, a data transmission system, all the 2200 light points of Maria Enzersdorf are controlled and regulated digitally from a site situated in Eisenstad. Detailed information on the entire system, which can come from either various distribution points or from each single lamp through the net cables, allows targeted assistance resulting in greatly reduced maintenance costs. All variousmalfunctions and anomalies are communicated and listed by the MINOS system without margin of error.

The integrated astronomical clock in the management software allows exact functioning and precise disinsertion of the lighting system so as to optimize energy consumption. With the programmable lowering of the luminous intensity during nocturnal hours and the function of the grouping of light points, it is possible to set the entire lighting system to specific time intervals, when for example the traffic is less, and therefore uses lower intensity. After which it is possible to newly modify the previously programmed settings, when for example it is necessary to re-adapt the lighting system parametres of use for various needs, as for example an increase in traffic.

Dispositivo Syta integrato
With the integration of the SYRA- P control module, the "engineered" light bulb is able to supply in an independent way, information on its condition.

Drawing up of the plan

Plan phases:

1997 Beginning of the project.
1998 Relation on the state of fact and analysis.
1999 Definition of the concept, mapping, drawing up of the plan.
2000 Beginning of work.
2001 System ready.

System financing:
The restructuring of the Maria Enzersdorf lighting system has been financed by way of a leasing arrangement. It has been possible to repay the costs of the installation, the assistance and maintenance costs while it has been in use. Thanks to the restructuring of the lighting system, energy costs have fallen by more than half. These savings contribute to the financing and are a fundamental part of the entire project. The structure up of the lighting system plan includes the financial investment the management, and the assistance and maintenance costs of the entire system for a period of 19 years.

More detailed information on the financing and the costs of the project can be requested from VA TECH ELIN EBG.

With it’s new lighting system the municipality of MARIA ENZERSDORF represents a new mile stone, from an economical and technical point of view, for PUNKTO.

"Interest in the new system of lighting installed at Maria Enzersdorf is enormous" says Helmut Soehr. Furthermore, the types of lamps used to reduce consumption, programming, and the video control with its automatic signalling of problems, all serve to make Maria Enzersdorf’s system of lighting the only example of its kind within the borders of Austria.

A comparison between the previous situation, and that, which exists under the new system, can be drawn from the table below:
